The Planning & Zoning Commission was created by the City of Portland City Charter. The City Council appoints seven qualified voters of the city as Commissioners who serve two year terms which are staggered in such a manner that four positions are appointed in odd numbered years and three are appointed in even numbered years. A simple majority of the Commission constitutes a quorum, and a majority vote of those present approves an action. Regular meetings are held monthly and other meetings may be called by the Chairperson.
The City Manager is appointed as the ex-officio member of the Commission, but may appoint a City Staff member to act in his stead. Currently, the City Engineer is appointed as the ex-officio member.
The Planning & Zoning Commission advises and make recommendations to the City Council concerning the zoning and rezoning of property, the city’s capital improvement plan, and the city’s master plan. The Planning & Zoning Commission has final authority to approve the plotting, replatting, and subdividing of property within the city limits and the city’s extraterritorial Jurisdiction.
