About the Wastewater Treatment Plant
The City of Portland's Wastewater Treatment Plant is located on Moore Avenue. It is an aerobic Contact Stabilization Process, which is a modification of the Activated Sludge Process. This plant was designed biologically and hydraulically for a daily average flow of 2.5 million gallons per day (M.G.D.) and peak flow of 7.5 M.G.D. It operates under permit issued by the Texas Commission of Environmental Quality (TCEQ).
Operations
As per permit requirement and process control the Wastewater Treatment Plant operators conduct hundreds of samples on the influent and effluent wastewater as well as the sludge generated by the process. The operators test biological oxygen demand (BOD), total suspended solids (TSS), suspended solids (SS), pH, dissolved oxygen (DO) and chlorine residuals (CL2).
In addition, the operators also collect composite samples as required by permit to perform biomonitoring on our effluent, which is performed, by a contract laboratory.
The Wastewater Treatment Plant personnel also monitor the city's two water-pumping stations and conduct bacteriological sampling as required by TCEQ. The two facilities have booster pumps, one water ground storage tank at each location which is connected to two elevated water storage tanks which are monitored by city's SCADA system.
