B.    General action items, resolutions and ordinances

5.    Minutes:  The City Council will consider the minutes of its August 3, 2004 regular meeting and workshop.

 

6.   Ratification of decisions:  the city council will consider the ratification of August 17, 2004 Portland Community Center Complex Development Corporation decisions.
 

7.    Ordinance amending the 2003-2004 fiscal year budget:  The City Council will consider the first reading of an ordinance that amends the 2003-2004 fiscal year budget.

 

8.    Public hearing on proposed 2004-2005 fiscal year budget:  The City Council will conduct a public hearing to solicit comments from citizens concerning the proposed 2004-2005 fiscal year budget.

    Rules of public hearing participation

  1. Persons who wish to comment or present questions must fill out and turn in a speaker card before the public hearing is opened (the Mayor will notify you when it’s your turn to speak and direct you to the podium).
  2. Persons who wish to comment or present questions must identify themselves and their places of residence.
  3. All comments and questions must be presented to or through the Mayor.
  4. Persons who wish to comment or present questions will only be given 3 minutes to do so.
  5. Comments and questions will not be permitted after the Mayor has closed the public hearing.

9.    Ordinance adopting 2004-2005 fiscal year budget:  The City Council will consider the first reading of an ordinance that adopts the 2004-2005 fiscal year budget.

10.    Ordinance adopting Ad Valorem tax rate:  The City Council will consider the first reading of an ordinance that adopts a 2004 Ad Valorem tax rate.

11.    Purchase of advertisement:  The City Council will consider the purchase of a map ad in partnership with the Portland Chamber of Commerce.

12.    Demolition of tennis courts:  The City Council will consider the demolition of dilapidated tennis courts at Municipal Park.

13.    Acceptance of utility easement:  The City Council will consider acceptance of a utility easement from the Port of Corpus Christi (this easement supports a 16 inch water line being dedicated to the City of Portland).

14.    Ordinance establishing a monthly emergency medical service fee:  The City Council will consider the first reading of an ordinance that establishes a monthly emergency medical service fee.

15.    Rezoning ordinance:  The City Council will consider the first reading of an ordinance that rezones Lot 2, Block 15, NorthShore Subdivision Unit 3 from R-15 townhouse residential district to R-20 multifamily residential district.

16.    Ordinance eliminating school zone:  The City Council will consider the first reading of an ordinance that eliminates the T.M. Clark school zone.

17.    Ordinance increasing solid waste collection rates:  The City Council will consider the first reading of an ordinance that increases solid waste collection rates 3.3% according to the solid waste collection and disposal contract with BFI waste services of Texas.

18.    Ordinance establishing development fees:  The City Council will consider the second (final) reading of an ordinance that establishes new development related fees and increases existing development related fees.

19.    Ordinance amending solid waste collection regulations:  The City Council will consider the second (final) reading of an ordinance that amends the solid waste collection regulations.

20.    Ordinance prohibiting smoking:  The City Council will consider the second (final) reading of an ordinance that prohibits smoking on or near designated city athletic sites.
