B. General action items, resolutions and ordinances
5. Minutes: The City Council will consider the minutes of its July 20, 2004 regular workshop and regular meeting and the July 26, 2004 workshop.
6. Resolution adopting Capital Program: The City Council will consider a resolution adopting a 5 year capital program (October 1, 2004 through September 30, 2009)
7. Public Hearing: The City Council will conduct a public hearing to solicit comments from citizens and other interested parties concerning a request from Bill Cocke to rezone Lot 2, Block 15, NorthShore Subdivision Unit 3 from R-15 Townhouse Residential District to R-20 Multifamily Residential District. The subject of the request is a 12.442 acre tract located on the south side of NorthShore Boulevard between the Carriage Inn and Long Point Drive
8. Authorization to draft ordinance: The City Council will consider authorizing the City Manager to draft an ordinance that rezones Lot 2, Block 15, NorthShore Subdivision Unit 3 from R-15 Townhouse Residential District to R-20 Multifamily Residential District.
9. Agreement for tax collection services: The City Council will consider renewing an agreement for tax collection services with Linebarger, Goggan, Blair & Sampson, LLP.
10. Tax rate hearing: The City Council will consider authorizing an August 12, 2004 public hearing (effective ad valorem tax rate increase greater than 3%).
11. Request for financial support: The City Council will consider a request for financial support from Halo-Flight, Inc.
12. Drainage study: The City Council will consider a study of the Broadway outfall ditch and the engagement of Naismith Engineering.
13. Engagement of consultant: The City Council will consider the engagement of consultant for comprehensive parks and recreation plan development.
14. Pay plans: The City Council will consider pay plans (general government and sworn paramilitary), an implementation schedule and costs.
15. Ordinance establishing development fees: The City Council will consider the first reading of an ordinance that establishes new development related fees and increase existing development related fees.
16. Ordinance amending solid waste collection regulations: The City Council will consider the first reading of an ordinance that amends the solid waste collection regulations.
17. Ordinance granting special use permit: The City Council will consider the second and final reading of an ordinance that grants a special use permit for the operation of a group home (emergency residential youth shelter) at 209 Lang Road to Connections, Inc.
18. Ordinance prohibiting smoking: The City Council will consider the first reading of an ordinance that prohibits smoking on or near designated city athletic sites
19. Executive session: The City Council will conduct an Executive Session according to Section §551.072 (deliberation regarding real property), §551.074 (deliberation regarding the evaluation and compensation of the city manager) and §551.087 (deliberation regarding economic development negotiations) of the Texas Local Government Code.
Action may be taken in public by the City Council at the conclusion of the Executive Session.
