2. Utility rate study: The City Council will discuss the results of the utility rate study conducted by Robert McClain of Maximus and review an ordinance that establishes new utility rates.
    
3. Pay plan update:  The City Council will discuss the city survey market to be used by the Waters Consulting Group as part of the pay plan update.
