1. Call to order
    

2. Executive session:  The City Council will conduct an executive session according to Sections §551.071 (pending or contemplated litigation - Kermit Williams v. City of Portland) and §551.087 (deliberation regarding economic development negotiations) of the Government Code.
    

3. Service agreement:   The City Council will discuss a service agreement with the Portland Chamber of Commerce.
    
4. Venue project:   The City Council will discuss the venue project budget, construction bids, possible design changes and project phasing.
