progress report on the venue project (swim facility construction and festival

The Ensemble Group will present a proposal for web site development and video
production.

Parry will present a report on the dissemination of public information and the
generation of publicity.

Minutes: The City Council will consider the minutes of the
November 18, 2003 regular
workshop and meeting.

Commission By-laws:
The City Council will consider the by-laws of the Portland Youth
Commission.
7. Amendment of
Holiday Schedule:
The City Council will
consider amending the 2003 Christmas holiday schedule.
8. Ordinance
increasing sanitary sewer service rate:
The City Council will
consider the second and final reading of an ordinance that increases the
sanitary sewer service rate.

Executive session:
The City Council will conduct an executive session according to Section
§551.071 (consultation with attorney), Section §551.087 (deliberation
regarding economic development negotiations), and Section §551.073
(deliberation regarding prospective gift) of the Government Code.
Action may be taken in
public by the city council at the conclusion of the executive session.
