3.    Special presentation and reports:  Halo Flight:  Debbie Vicery will make a presentation on Halo Flight services and request an annual contribution.

B.    General action items, resolutions and ordinances

5.    Minutes:  The City Council will consider the minutes of the August 19, 2003 regular meeting and workshop.

 

6.    Lease agreement with Chamber of Commerce:  The City Council will consider a lease agreement for Community Center office space with the Portland Chamber of Commerce.

 

7.    Request for lien reduction:   The City Council will consider a request from Rudy Barrera for lien reduction on Lots 1 through 12, Block 2, Lang North Subdivision Unit IV.

 

8.    Proposals for employee health insurance:  The City Council will consider proposals received on August 18, 2003 for employee health insurance.

 

9.    Change order:  The City Council will consider payment for subdivision improvements (Magee-Gaskins Annex) and a $14,400.00 change order to the Street Improvement Program (Phase 5).

10.    Ad Valorem tax refund:  The City Council will consider a $1,000.96 Ad Valorem tax refund to Transamerica Real Estate Tax Service.

11.    Resolution supporting grant application:  The City Council will consider a resolution supporting an application for Texas Water Development Board grant (Desalination Feasibility).

 

12.    Ordinance amending 2002-2003 fiscal year budget:  The City Council will consider the second (final) reading of an ordinance that amends the 2002-2003 fiscal year budget.

 

13.    Ordinance adopting 2003-2004 fiscal year budget:  The City Council will consider the second (final) reading of an ordinance that adopts a 2003-2004 fiscal year budget.

14.   Ordinance adopting Ad Valorem tax rate:  The City Council will consider the second (final) reading of an ordinance that adopts a 2003 Ad Valorem tax rate.

15.   Ordinance increasing deposits and courtesy hook-up fees:  The City Council will consider the second (final) reading of an ordinance that increases residential deposits and courtesy hook-up fees.
