B.    General action items, resolutions and ordinances

 

5.    Minutes: The City Council will consider the minutes of the April 16 2002 regular City Council meeting and workshop.

6.    Administration of oaths of office:  City Secretary Annette Rodriguez will administer the oaths of office to newly re-elected members of the council: Mayor Joe Burke, Councilman David Krebs and Councilman Nathan East.

 

7.    Election of mayor pro tem: the City Council will consider the election of a mayor pro tempore (the City Council member elected will act as mayor during Joe Burke’s absence).

 

8.    Resolution granting ad valorem tax exemption: the City Council will consider a resolution granting ad valorem tax exemption to primarily charitable organizations.

 

9.    Ordinance authoring revenue bond sale:  Consideration and approval of an ordinance by the City Council of the City of Portland, Texas authorizing the issuance of “City of Portland, Texas Utility System Revenue Bonds, Series 2002; providing for the payment of the principal and interest on the bonds, together with certain currently outstanding obligations, by a first and prior lien on and pledge of the pledged revenues of the city’s combined utility system; providing the terms and conditions of such bonds and resolving other matters incident and relating to the issuance, payment, security, sale, and delivery of such bonds, including the approval and distribution of an official statement pertaining thereto; authorizing the execution of a paying agent/registrar agreement and a purchase contract; complying with the requirements of the letter of representations with the depository trust company; and providing an effective date.

 

10.    Ordinance authorizing general obligation refunding bond sale:  consideration and approval of an ordinance by the city council of the City of Portland, Texas authorizing the issuance of “City of Portland, Texas General Obligation Refunding Bonds, Series 2002", levying an annual ad valorem tax, within the limitations prescribed by law, for the payment of the bonds; prescribing the form, terms, conditions, and resolving other matters incident and related to the issuance, sale, and delivery of the bonds, including the approval and distribution of an official statement pertaining thereto; authorizing the execution of a paying agent/registrar agreement, a purchase contract, an escrow deposit letter; complying with the requirement of the letter of representations with the depository trust company; and providing and effective date.

 

11.  Ordinance authorizing certificates of obligation sale:  Consideration and approval of an ordinance authorizing the issuance of “City of Portland, Texas Combination Tax and Limited Pledge Revenue Certificates of Obligation, Series 2002"; providing for the payment of said certificates by the levy of an ad valorem tax upon all taxable property within the city and further securing said certificates by a lien on and pledge of the pledged revenues of the system; providing the terms and conditions of said certificates and resolving other matters incident and relating to the issuance, payment, security, sale, and delivery of said certificates, including the approval and distribution of an official statement; authorizing the execution of a paying agent/registrar agreement and a purchase contract; complying with the requirements of the letter of representations with the depository trust company; and providing an effective date.

 

12.    Sunset lake water exchange project:  The City Council will consider amending the budget for the sunset lake water exchange project and accepting a construction bid.

 

13.    Engagement of engineering firm:  The City Council will consider the engagement of Smith, Russo & Mercer for work associated with the street improvement program (phase 5).

 

14.    Resolution authorizing application for grant:  The City Council will consider authoring the submission of an application for a Cops in Schools Grant (2 school resource officers).

 

15.    Temporary skate park concession building:   The City Council will consider the construction and operation of a temporary skate park concession building.
