| ||Animal Control Facility||The City of Portland is rebuilding the Animal Services Facility located at 1101 Moore Avenue Portland, TX 78374.
The Project Scope includes construction of a 5,100 S.F. building and Site Improvements in accordance with the Plans and Specifications. Scope of Work consists of but is not limited to site preparation, reinforced concrete building foundation, load bearing masonry walls, steel roof framing, metal roof, metal stud framing, rigid, fiberglass and foam insulation, doors & frames, storefront, drywall, suspended acoustical ceilings, vinyl composition tile and plank flooring, ceramic tile, mechanical, electrical and plumbing systems. In addition, project includes site work and development of concrete roadway, parking lot and flatwork. All work shall be completed in accordance with the construction Plans, Specifications and Contract Documents. Bids will be received at the office of the City Manager, located at 1900 Billy G. Webb Drive, Portland, Texas 78374 until
2:00 pm on Thursday, November 5, 2020 and then publicly opened and read. Any bid received after closing time will be returned unopened.
A Pre-Bid Meeting is scheduled for 10:00 am on Tuesday, October 20, 2020 at the City of Portland Public Works Conference Room, located at 1101 Moore Avenue, Portland, Texas 78374. The Pre-Bid Meeting will be conducted by the Architect and the City and include site visit.

Email: DELewis@DELArch.com. A refundable deposit of Two-Hundred-Fifty $250.00 for each set of printed/bound Construction Documents is required. Deposit will be returned in accordance with Section 00.11.16 of Project Manual. Documents may be obtained by US Mail upon payment and receipt of an additional/non-refundable Twenty-Five Dollar ($25.00) postage/handling fee. Plans and Specifications will be available for electronic download at no charge through Dropbox. Additionally, Construction Documents will be available for members through the Construct Connect Network.
A bid bond in the amount of 5% of the highest amount bid must accompany each proposal. Failure to provide the bid bond will constitute a non-responsive proposal which will not be considered. Failure to provide required performance and payment bonds for contracts over $25,000.00 will result in forfeiture of the 5% bid bond to the City as liquidated damages.
The City reserves the right to reject any or all bids, to waive irregularities and to accept the lowest bid which, in the City’s opinion, seems most advantageous to the City and in the best interest of the public.
