City of Portland Capital Program
The City of Portland Public Works Department is committed to maintain and improving our city’s infrastructure so citizens can worry less about their public services and more about the things important to them. On August 5, 2014, City Council adopted Resolution 685 the Five-year Capital Improvement Plan.  To keep up with our commitment, below are the following current City of Portland Capital Program projects:

Doyle Addition Service Line Construction 
The City of Portland has applied for a grant to the United States Department of Agriculture, Rural Services Division, to provide residential sewer connections in the Doyle Addition.  This project will connect the sewer main to the residences and provide for demolition of the septic systems.

Budget:                                        $269,500

Funding Source:                          Economically Distressed Areas Program Grant

Railroad Right-of-Way Hike and Bike Trail

The City of Portland Railroad Right-of-Way Hike and Bike trail is a key component in the City of Portland’s efforts to provide safe pedestrian and bicycle trails throughout the city.  The trail is designed to connect the City’s two premier bicycle and pedestrian facilities – the Sunset Lake Recreational Area and Violet Andrews Park.

Budget:                                        $390,000

Extend Southwest Outfall Ditch

The San Patricio Municipal Drainage District is spearheading a project to improve drainage north of Lang Road between Akins Drive and Stark Road.  This project will extend the outfall ditch adjacent to Westwood north across Lang Road towards the Sports Complex.

Budget:                                        $50,000

Phase 9 Street Repairs
In February 2014, the City's consulting engineer completed a Comprehensive Street, Parking Lot, Sidewalk, and Trail Study to develop a long-range plan for maintaining and improving infrastructure throughout Portland.  The plan identifies approximately $15,000,000 of street seal coats, overlays, rehabilitations, and reconstructions to be completed within the next six years.

Budget:                                         $4,000,000

Funding Source:                            2014 Street Bond

Akins Hike and Bike Trail

Utility Line Replacement Phase 1B

The City will be replacing or repairing aging sewer lines and manholes with four areas of Portland: East Cliff, Olde Town, Sutherland and Portland Place, and West Cliff.

Fire Station No. 2 Expansion

Fire Station No. 2 is being expanded to provide additional dormitory, administrative, and apparatus spaces to meet the current and future needs of the Fire Department.

Budget:                                        $569,250

SCADA Infrastructure and Communications

This project expands the City’s Supervisory Control and Data Acquisition (SCADA) system to the City’s water system, wastewater lift stations and treatment plant, better allowing field personnel to monitor the water/wastewater system in real time.
