About the Department
The utilities administration of the Public Works Department provides operation, maintenance and repair to the water distribution, wastewater collection system and the wastewater treatment plant.

Responsibilities
  • The City of Portland purchases its treated drinking water from the San Patricio Municipal Water District. View information about where our water comes from
  • Wastewater collection provides guidance for proper commercial wastewater disposal and is tasked with maintain the sewer lines and mains throughout the city.   
  • Our wastewater treatment personnel are responsible for the operations and maintenance activities at the wastewater treatment plant on Moore Avenue
  • Residential wastewater collection is tasked with maintaining the sewer lines and mains throughout the city
  • Water distribution includes maintenance of the water towers, storage tanks, distribution lines, fire hydrants and water meters throughout the city

New Water and Sewer Tap Fees
City Council adopted a new fee schedule for water taps and sewer taps at its June 18, 2013 meeting.  These new fees will go into effect on Thursday, June 20, 2013.  Please click here to see the new fee schedule.  Additionally, the City utility late payment disconnect services have increased.  A disconnect processing fee of $20 will be charged plus a $25 reconnect fee ($45 total) if connected during regular business hours or a $45 reconnect fee ($65 total) if after hours, weekends or holidays.
