Community Development
The Planning and Zoning Division helps ensure the community develops in a safe, efficient, attractive manner and strives to achieve quality developments enhancing the quality of life for our citizens.

Comprehensive planning coordinates the long-range planning activities in the city and responds to requests for demographic and mapping information. This section is responsible for the creation and implementation of the Unified Development Ordinance and the City of Portland Comprehensive Plan.

Responsibilities
The Development Services Department also administers the review of proposed development projects to ensure compliance with the City's development regulations. This section coordinates pre-submittal meetings, administers the zoning and regulates the platting process. This arm of the department prepares and presents site data and recommendations to the Planning and Zoning Commission and City Council regarding zoning considerations, plats and request for variances to development standards.

Recent & Pending Zoning Cases            

Notice is hereby given that Public Hearings will be held before the Planning and Zoning Commission of the City of Portland on June 12, 2018 (Tuesday) and the City Council of the City of Portland on June 19, 2018 (Tuesday) in the Council Chamber of the City Hall (1900 Billy G. Webb Drive - Daniel P. Moore Community Center Complex) at 7:00 p.m. on each date to solicit comments from citizens and other interested parties concerning:

  • A rezoning request from Suncrest Construction, Inc., to rezone a 5.032-acre tract out of an 11.03 tract out of Block C, George H. Paul of the Coleman Fulton Pasture Company Lands as described in File No. 547750 of the Warranty Deed Records of San Patricio County, Texas, generally located in the 1800 block of Akins Drive near the southeast corner of Akins Drive and Moore Avenue from “R-6 Single-Family Residential” to “R-15 Townhouse Residential”. 
  • A rezoning request from Fox Tree & Landscape Bursey, Inc., to rezone approximately 38.26 acres out of Block B, George H. Paul Subdivision of the Coleman Fulton Pasture Co. Lands, generally located at the southeast corner of Lang and Stark Roads, from “R-6 Single-Family Residential” to “R-8 Single-Family Residential”.
  • A Special Use Permit request from Raju Bhagat and Mahavir Bhakta to construct a hotel in the “C-G General Commercial” zoning district on an approximately 1.389-acre tract out of Lot 6, Block 1, Oak Ridge Estates Unit 10 (1805 US 181).

Important Notice
City council adopted an ordinance at its November 5, 2013 meeting affecting subdivisions, platting, use, turning lanes, surface improvements, fire hydrant access and fees for fire code plan review and inspections.  Please click here to see the ordinance.
