Community Development
The Planning and Zoning Division helps ensure the community develops in a safe, efficient, attractive manner and strives to achieve quality developments enhancing the quality of life for our citizens.

Comprehensive planning coordinates the long-range planning activities in the city and responds to requests for demographic and mapping information. This section is responsible for the creation and implementation of the Unified Development Ordinance and the City of Portland Comprehensive Plan.

Responsibilities
The Development Services Department also administers the review of proposed development projects to ensure compliance with the City's development regulations. This section coordinates pre-submittal meetings, administers the zoning and regulates the platting process. This arm of the department prepares and presents site data and recommendations to the Planning and Zoning Commission and City Council regarding zoning considerations, plats and request for variances to development standards.

Recent & Pending Zoning Cases            
  • The Planning and Zoning Commission will hold a public hearing at its May 9, 2017 meeting regarding a request from Portland Upscale and Hospitality Group for a Special Use Permit to construct a hotel in the 200 block of Buddy Ganem Drive.  An additional public hearing will be held at the City Council Meeting on May 16, 2017.  Click here to view the proposed location; the public hearing notice can be found here.
  • The Planning and Zoning Commission approved the final re-plat 56.94 acres out of Tracts 7 & 8, Murphy & Anderson Subdivision at its April 11, 2017 meeting. 
  • The Planning and Zoning Commission held a public hearing at its March 14, 2017 meeting regarding a Special Use Permit request at 239 Doyle Drive.  The Planning and Zoning Commission voted to approve the Special Use Permit.  An additional public hearing was held at the following City Council meeting on March 21, 2017.  Click here to view the Public Hearing Notice.
  • The Planning and Zoning Commission held a public hearing at its December 13, 2016 meeting regarding proposed text revisions to the City of Portland's Unified Development Ordinance.  The Planning and Zoning Commission voted to approve the revisions.  An additional public hearing was held at the following City Council meeting on December 20, 2016.  Click here to view the Public Hearing Notice.
  • The Planning and Zoning Commission held a public hearing at its December 13, 2016 meeting regarding a request from Mobilitie, LLC for a Special Use Permit to construct a 120-foot tall monopole telecommunications tower in the public right-of-way in the 600 block of Broadway Blvd (adjacent to 911 Dallas Avenue).  The Planning and Zoning Commission voted to deny the application.  An additional public hearing will be held at the City Council meeting on December 20, 2016.  Click here to view the Public Hearing Notice; the map of the proposed location can be viewed here.
  • The Planning and Zoning Commission approved the final plat of Lot 14, Block 1, Northshore Unit 6A at its December 13, 2016 meeting.
  • The Planning and Zoning Commission approved the final plat of Lots 1-5, LW French Addition at its December 13, 2016 meeting.
  • The Planning and Zoning Commission approved the final plat of Lots 7A-R & 7B-R, Block 3, Tier C at its September 13, 2016 meeting.
  • A Public Hearing was held at the August 9, 2016 meeting concerning a request from V&M Equity Properties, LLC, to rezone approximately 124.652 acres of portions of Lots 3 through 6 and 12 through 16, northwest portion of Section 92, George H. Paul Co.’s Subdivision of the Coleman Fulton Pasture Co.ls Lands, a map of which is recorded in Volume 1, Page 32, Map Records, San Patricio County, Texas, from R-6 Single-Family Residential to R-7, Single-Family Residential, R-8, Single-Family Residential, and Planned Unit Development.  A map of the request is located here
  • The Planning and Zoning Commission approved the preliminary plat of David Estates at its August 9, 2016 meeting; approval is contingent upon approval of the rezoning by City Council.
  • The Planning and Zoning Commission approved the final plat of Westwood Unit 5 at its August 9, 2016 meeting.
  • The Planning and Zoning Commission approved the final plat of ZJZ Hospitality Tract, Block 1, Lot 2 at its July 12, 2016 meeting.
  • The Planning and Zoning Commission approved the final replat of Lot 12R, Block 14, North Shore Unit 3 at its June 14, 2016 meeting.
  • The Planning and Zoning Commission approved the final replat of Lot 17R, Block 14, North Shore Unit 3 at its June 14, 2016 meeting.
