The City of Portland, Texas hereby issues this Request for Qualifications (“RFQ”). The City is soliciting Statements of Qualifications from accounting firms interested and qualified to provide independent financial auditing services. The sealed Statement of Qualifications (SOQ) must be clearly marked on the outside “Statement of Qualifications for RFQ 4766 for Independent Financial Audit Services” along with the respondent’s name and address as instructed in the RFQ. The Statement of Qualifications must be addressed to: Annette Hall – City Secretary, City of Portland City Hall, 1900 Billy G. Webb Dr., Portland, TX 78374 and delivered by no later than 2:00 p.m. local time (CT) on November 14, 2023. Any Statement of Qualifications received after the due date and time will be deemed late, non-responsive and will not be considered. A copy of the RFQ document(s) may be obtained via email from the Purchasing Officer upon request at or downloaded from the City’s website at http://portlandtx.com/bids.aspx by selecting the file from “Related Documents.”

The Respondent should request confirmation via email that the request for clarification was received or follow up with a phone call to confirm receipt.

| Sealed Statement of Qualifications may be submitted in person, by U.S. Mail, Special Delivery or courier service. Therefore, Statement of Qualifications submitted directly to the City by facsimile or e-mail will be considered non-responsive and eliminated from consideration.
