Request New Residential Service

Please read the information below regarding starting your new residential account.
  • There is a deposit of $70.00 to begin service using a standard 5/8? residential meter. Larger meters require different deposits.

  • Payment of the deposit must be received before we can connect your services.

  • It can take up to 6 weeks to receive your first bill. If you do not receive a bill, please contact the office. You will be responsible for payment for the services.

  • Water connections are scheduled for completion between 3:00 pm and 5:00 pm. If you need to change the date for service, you must contact us in advance at (361) 777-4500 at least one business day in advance.

  • The City of Portland bills every month. Please pay special attention to the due dates. By ordinance, a late payment charge of 20% is assessed after the due date if payment is not received

  • The services billed for are Water, Sewer, and Solid Waste. Fees are also included for drainage, EMS, and emergency services. Click here to view applicable rates.

Transfer Service to a New Address

Transferring service to a new address can be accomplished within three days of application.

Please read the information below regarding your request to transfer water service.
  • You may leave the water services on at your old address for a period of 30 days from the connect date at the new address.

  • If you need services beyond that point, please contact our office at (361) 777-4500. A new service deposit may be required at the second address.

  • If you are closing your old account, water will be shut off and locked as early as 8:00 am on the scheduled date. If you will need water on that date, please schedule the closing for the following business date.

  • There is a $10.00 service fee to begin service at the new address. This will be billed on your first bill.

  • To change a previously submitted request, you must call the office at (361) 643-6501 at least one business day in advance.

  • Depending on the location of your new address in the city, your garbage pickup day may also change. Please contact BFI at (361) 882-1878 to confirm your new day.


Request for Confidentiality

You can request your personal information contained in our utility records not be released to unauthorized persons. Texas law requires Government operated utilities give their customers the option of making their address, telephone number, and social security number confidential. There is a $5.00 processing fee for this service. Please note, however, we must continue to provide this information to:
  • An official or employee of the State or a political subdivision of the State, or the Federal government acting in an official capacity.

  • An employee of a utility acting in connection with the employee?s duties.

  • A consumer-reporting agency.

  • A contractor or sub-contractor approved by and providing services to the utility or the State, a political subdivision of the State, the Federal Government, or an agency of the State or Federal Government.

  • A person for whom the customer has contractually waived confidentiality for personal information.

  • Another entity that provides water, wastewater, sewer, gas, garbage, electricity, or drainage services for compensation.

Bank Draft Application

Paying your utility bill is easier than ever with Automatic Bank Drafting. To sign up for bank drafting:
  • Just fill out the online authorization form, print and sign the form.

  • Mail or deliver the form to the Utility Billing department (or return with your next payment) along with a voided check or photocopy of a check.

That's it! It is simple, easy and convenient. After we receive your information, we will set up Automatic Bank Drafting with the financial institution of your choice. Once your Bank Drafting is complete, your billing statement will be noted "PAID BY DRAFT." You will continue to receive a monthly water bill, which will indicate a "due date."

Note: Please pay any current bill and allow 30 to 45 days for automatic drafting to begin. Your bank draft will be completed on the due date of your monthly bill. (No drafting will occur on weekends or holidays.)

Please be sure to maintain sufficient funds in your account to cover the automatic withdrawal each month. If your automatic draft is returned for insufficient funds, your financial institution will assess a penalty and the City of Portland will assess the same penalty that would apply for a dishonored check.
