The Finance Department provides the financial recording and reporting function for the City. This department is responsible for the general ledger, accounts payable, accounts receivable, payroll, employee records and benefits, cash management, risk management, and fixed assets management. The two major projects each year are the production of the financial budget and the coordination of the annual audit. In addition, this department assists the City Manager by tracking expenditure progress of the City's annual capital programs.

In May 2006, the voters of Portland approved a tax freeze on the homesteads of individuals who are disabled or aged 65 years or over.

The San Patricio County Appraisal District will use data on file in applying the exemption to the properties in Portland. If you wish to apply for this freeze on the ad valorem taxes on your property, click on the link to the State Comptroller's tax forms below and download exemption form 50-114. After you complete the form, mail it to the San Patricio County Appraisal District, P. O. Box 938, Sinton, Texas 78387.
