RESPONSIBILITIES

Major functions in the City Secretary's office include preserving the records and documents of City Council, as well as acting as Records Management Officer for all City records; preparation of proclamations and certificates; meeting all of the legal requirements for posting agendas; publishing legal notices; holding elections; managing the office; and budgeting.

Public Information

The City of Portland has established guidelines in accordance with the Public Information Act (formerly Open Records Act) to ensure that all records in the possession of and pertaining to the operation of the governmental body, are available to the public through a systematic and centralized process. The City Secretary has the authority for releasing records in accordance with the Public Information Act, with the exception of the Fire Department, Municipal Court and Police Department records. Such records are released through the respective Department Director.

Elections

The City Secretary shall coordinate all city elections in accordance with the laws of the State of Texas.

Schedule
  • The general election for choice of members of City Council shall be held annually on the first Saturday in May. (pending legislative approval)

  • Council may, by ordinance or resolution, order a special election, set the time and date for holding same, and provide necessary means.

The City of Portland requires any individual, firm, organization or corporation, as well as their representatives, agents and employees, who engage in the business in the city of selling, or offering for sale, any goods or merchandise, or exhibiting the same for sale upon or from a vehicle, any temporary rental space, or from house to house or place to place, or engage in the business of surveying, polling, or otherwise conducting a query from a person in order to obtain information or opinions to be analyzed from house to house or from place to place, to obtain a permit from the Office of the City Secretary or the link below.
