Construction Board of Adjustments and Appeals
The Construction Board of Adjustments and Appeals was created by Ordinance 1021which adopted the 1997 Standard Building Code for the City of Portland. The City Council appoints nine members to make up the board, two of which serve as alternates. The terms of office are three year terms staggered so no more than 1/3 of the Board is appointed or replaced in any 12 month period. A simple majority of the Board constitutes a quorum, but not less than four affirmative votes are required in modifying a decision of the Building Official. The Board meets at the call of the Chairperson.

The Building Official acts as Secretary of the Board but is excused from acting as Secretary in a hearing of appeals of decisions made by the Building Official.

The Construction Board of Adjustments and Appeals was created to hear appeals of decisions and interpretations of the Building Official and to consider variances to the construction codes. This Board also serves as a building standards board which hears cases concerning unsafe or dangerous buildings or service systems.

The ethics board is created by ordinance to examine complaints against city public officials.

The board consists of five members, one of whom must be a licensed attorney. Positions are appointed for two-year terms.

The library board is created by ordinance to assist the city by providing insight and recommendations relating to library services for Portland citizens.

The board consists of seven members. Positions are appointed for two-year terms. The Library Directory and City Manager sit as an ex-officio members of the board.

The Parks and Recreation Board is created by ordinance to provide insight and make recommendations to the city in matters relating to the city's park and recreation programs.

The board consists of nine members. Positions are appointed for two-year terms. The Director of Parks and Recreation sits as an ex-officio member of the board.

Planning and Zoning Commission
The Planning & Zoning Commission was created by the City of Portland City Charter. The City Council appoints seven qualified voters of the city as Commissioners who serve two year terms which are staggered in such a manner that four positions are appointed in odd numbered years and three are appointed in even numbered years. A simple majority of the Commission constitutes a quorum, and a majority vote of those present approves an action. Regular meetings are held monthly and other meetings may be called by the Chairperson.

The City Manager is appointed as the ex-officio member of the Commission, but may appoint a City Staff member to act in his stead. Currently, the City Engineer is appointed as the ex-officio member.

The Planning & Zoning Commission advises and make recommendations to the City Council concerning the zoning and rezoning of property, the city’s capital improvement plan, and the city’s master plan. The Planning & Zoning Commission has final authority to approve the plotting, replatting, and subdividing of property within the city limits and the city’s extra-territorial Jurisdiction.

Zoning Board of Adjustment and Appeals
The Board of Adjustment was created as a quasi-judicial board by the City of Portland City Charter. The City Council appoints a five member Board with two additional members who serve as alternates. All members serve two year staggered terms. A quorum consists of three members, however four members must be present in order to hear a case and four concurring votes are necessary to reverse an order, requirement or decision of a city official, or to authorize a variance from the requirements of the city’s zoning regulations. The Board meets at the call of the Chairperson.

The City Manager appoints a City Staff member to serve as secretary for this Board. Currently, the City Engineer is the appointed secretary.

The Zoning Board of Adjustments and Appeals was created to hear and decide appeals where it is alleged there is error of law in any order, requirement, decision or determination made by a City Official in the enforcement of the city’s zoning regulations; to consider hardship cases that arise from time to time; and to authorize in specific cases a variance from the terms of the city'’s zoning regulations if the variance meets the criteria set in Section 309 of the city’'s Unified Development Ordinance. The Board has no authority to change the zoning regulations, nor shall the Board grant variances to the use provisions of the Unified Development Ordinance.
